Save Money Follows the Person (MFP)! The Time to Act is Now!

  • Support the Empower Care Act - S 2227 & HR 5306Do you believe that people with disabilities ought to have a chance to live in their own homes instead of institutions?
  • Are you concerned that the numbers of individuals that have transitioned back home from nursing facilities and other institutions have plummeted since Money Follows the Person (MFP) ended in 10 States and growing.

Now is the time for YOU to take action to help other individuals with disabilities to live in their own homes and communities?

The federal MFP program helped 88,000 individuals move out of institutions back to their own homes and communities between 2005 and 2016 when the federal program expired. In at least 10 states, without the federal MFP program’s enhanced federal funding and expanded service and supports packages, people with disabilities simply aren’t getting the help they need to actualize their rights under the ADA, Olmstead decision. The number of States in this situation will continue to grow without Empower Care Act.

The Empower Care Act (HR 5306), would reauthorize the MFP program for only one more years, but we will have a chance to increase this in Senate. For now, we want the House to pass the bill.
The Empower Care Act is a bi-partisan bill introduced by Senator Rob Portman (R-Ohio) and Senator Maria Cantwell (D-Washington) in the Senate and Representatives Brett Guthrie (R-KY) and Debbie Dingell (D-MI) in the House.

We need a big push to get it moving and your members of Congress need to hear from people with disabilities, disability rights advocates, families & friends about:

  • How important ADA/Olmstead rights are,
  • How important home and community based services are, and
  • How important integration and liberty are for individuals with disabilities!

Call the Capitol Switchboard at (202) 224-3121 or (202) 224-3091 (TTY) and ask to be connected to your Senators and Representative.

Ask your legislators to extend the Money Follows the Person Program by voting to pass the EMPOWER Care Act to help people with disabilities to live in their own homes and communities!
